DOJ’s case type: Enforcement
DOJ writes "Puerto Rico Police Department"; the FBI register writes "Puerto Rico" (ORI PRPPR0000, PPR = Policia de Puerto Rico). Same force, different naming. Adjudicated by hand -- a name matcher would not have made this join.
